Apparently, cachers can say/do whatever they want. CO has responsibility for maintenance, but no rights.

Thank you for contacting Geocaching HQ.
-I have not seen any cyber-bullying by it’s definition in the logs I reviewed and in the archived logs.
-I also don’t see harassment? Cyber-bullying and harassment are very serious manners and are meant to be taken seriously. This is not to be confused with criticism or feedback. There is no sense of physical threat, hate speech, sexually explicit content, cyber-bullying, harassment, or stalking in any of the logs.
-These are all very serious matters that we must deal with from time to time. I have dealt with a great deal of these issues and are familiar with what they look like. Unless you have a log you can link me that proves one of the above to be true we will not take action and we ask you to work this out yourselves.

Cyberbullying is the use of technology to harass, threaten, embarrass or target another person.
“Dishonesty / cheating / liar / pond scum / lower standard of ethics / self-centered / not interested in cachers / etc.”
Derailed the history trail (originally 106 caches now 22) Due to the hundreds of hours and miles, and her relentless saying I didn’t do it right, worst history pages she has ever seen, etc. Was in a depression for over a week. As you know, made more mistakes on the history trail than all my other caches combined. Thankful for my faith that helped me through the darkness.

Hate speech is speech that attacks a person or a group on the basis of protected attributes such as race, religion, ethnic origin, national origin, sex, disability, sexual orientation, or gender identity.
“If you cannot place caches, or hunt caches … don’t cache.”
I am 71 and somewhat mobility impaired, which is listed as a disability. I have often been targeted because I usually do not climb the steep banks, but stay on the trail while my caching partner retrieves the cache. I do go to every EarthCache I place. If higher terrain, Len assists me even though it takes much much longer.
Stalking is unwanted and/or repeated surveillance by an individual or group towards another person.
“And I will be reporting to ANFVB everytime a cache is not maintained.” She is monitoring what I do as evidenced by statements made.
LAW ENFORCEMENT
Filed a report with the police. They offered to visit and talk with her. That told me there was merit in what I was having to endure. However, they could not arrest her since she had not yet crossed the line into criminal behavior. Talk about walking the line!
I tried to resolve the conflict many times over the years, including mega kindness when she was at Cache Condo. Her partner even gave it a favorite point. She said nothing in front of her partner, but logging was a different story. So, looks like the only solution is to no longer put out geocaches for cachers to enjoy, as evidenced by the hundreds of positive logs.
I will continue to EarthCache and submit new ones as I discover special areas to share. I do go to every EarthCache that is submitted. Will, however, make sure Len takes my picture to add to the gallery for any Caches with a higher terrain.
